Role Purpose:

To lead and coordinate mine rescue, technical rescue, confined space rescue, vertical rescue, and complex emergency response activities, ensuring the operational readiness of the brigades, the availability of specialized equipment, and the safe and efficient execution of rescue operations, protecting lives, assets, and the operational continuity of the organization.

Functions:

Design and lead the comprehensive emergency plan, including firefighting, mine rescue, and HAZMAT response, ensuring effective preparedness and response.

Lead the ongoing analysis of emergency scenarios, considering operational, geotechnical, environmental, and technological risks.

Develop and implement response plans and strategies for underground mining emergencies, including fires, cave-ins, rockfalls, hazardous atmospheres, floods, rescue of trapped personnel, ventilation failures, mobile equipment emergencies, and evacuations, ensuring a safe and effective response. Develop, coordinate, and execute the annual program of emergency drills and exercises, involving internal brigades and external agencies to strengthen emergency response and preparedness capabilities.

Ensure the operational availability and competencies of integrated emergency brigades in surface, underground mining, and exploration operations through continuous training, performance evaluation, and the execution of drills.
Manage the maintenance, inspection, and availability of rescue equipment, communications equipment, self-contained breathing apparatus, gas detection equipment, fire control equipment, and HAZMAT equipment.
Lead the response to major emergencies, activating the Incident Command System (ICS), coordinating the Command Post, and ensuring the operational readiness of the Emergency Control Center when required.
Manage the performance of the emergency system (fire suppression system, gas detectors, etc.) by monitoring indicators, managing the budget, conducting audits and inspections, and overseeing specialized service contracts.

Minimum Required Profile:

Academic Background:

Bachelor's degree in Mining Engineering, Industrial Safety, Risk Management, Emergency Management, or related fields.
Technologist or Professional degree in Emergency Management (desirable).
Specialization in:
Emergency Management.
Risk Management.
Industrial Safety.
Mine Rescue.

International Certifications in:
Mine Rescue.
NFPA Rescue Technician.
Incident Command System (ICS).
Confined Space Rescue.
Rope Rescue.
HAZMAT Technician.
Advanced First Aid.
Self-Contained Breathing Apparatus (SCBA) Operation.

Experience:

Minimum 8 years in industrial or mining emergency response.
Minimum 3 to 5 years supervising rescue teams.
Proven experience in underground mining.
Experience in vertical rescue.
Experience in confined space rescue.

Experience in rescuing trapped individuals.
Experience in emergency drills and exercises.
Experience as a Rescue Leader or Incident Commander is desirable.
