Position Purpose:

To supervise and coordinate the planning, construction, and monitoring of Tailings Storage Facility (TSF) raises and associated infrastructure. This involves overseeing projects, contractors, costs, schedules, geotechnical instrumentation, and critical controls, while ensuring compliance with designs, tailings governance requirements, and applicable Ecuadorian regulations, in coordination with the Superintendency and relevant departments.

Functions:
Coordinate the planning and construction of TSF raises and associated infrastructure, aligning activities with the Superintendency and relevant interdisciplinary teams.
Supervise the execution of TSF-related projects, studies, and field activities—including surveying, geosynthetics, soil, and concrete work—while verifying compliance with designs and construction requirements.
Develop and track TSF project schedules, costs, and progress; review CAPEX and OPEX line items and prepare AFEs (Authorization for Expenditure) as needed; and report any deviations or impacts on cost and time to the Superintendency.
Prepare Terms of Reference and oversee services, studies, and projects carried out by designers, consultants, and contractors, ensuring compliance with scope, budget, schedule, safety, and execution efficiency.
Support the Contracts department during bidding processes and review supplier proposals regarding contractual changes to scope, budget, or schedule.
Review construction drawings, manage comments and queries with the TSF consultant, and verify the preparation of as-built drawings and construction phase close-out documentation.
Coordinate with Construction, QA/QC, Geology, and Surveying teams on activities related to quarry development and mining, material transport, geotechnical control, waste rock dump placement, and TSF bathymetry monitoring. Coordinate the preparation and monitoring of the Quality Plan and the Inspection and Test Plan (ITP), tracking non-conformities, preventive actions, and change control procedures arising from construction activities.
Monitor the TSF’s seismic and geotechnical instrumentation and the online data acquisition system, verifying calibration, functionality, operating ranges, alert levels, and reporting capabilities.
Interpret TSF construction and monitoring data to prepare monthly management reports, maintain up-to-date performance and facility condition indicators, and identify potential issues and recommendations for the Superintendency.
Minimum Required Profile:
Education:
Civil, Geological, or Mining Engineer
General Experience:

10 years or more of experience

Specific Experience:

10 or more years of professional experience, including at least 5 years in tailings dam management—specifically regarding construction activities, quality assurance and control (QA/QC), geotechnical instrumentation, geosynthetics, and the review of proposed designs.
Experience in the mining industry.
Specific knowledge required:
Knowledge of earthworks, soil mechanics, and concrete work.
Preparation of reports and presentations.
Knowledge of the design, construction, operation, monitoring, and closure of Tailings Storage Facilities (TSF).
Practical knowledge of GISTM requirements and principles.
Knowledge of the MAC-TSM Tailings Management protocol.
